I would like to ask if there is a minimum number of months I can apply for a job seeker's permit. I blocked my account for 3 months and the reply from the office was "Für einen Titel muss eine Mindestlaufzeit von 6 Monaten bestehen."

I just completed my master's degree from a university in Bavaria this month.
Is there any law that states that?

The law (http://www.gesetze-im-internet.de/englisch_aufenthg/englisch_aufenthg.html#p0570) only states the maximum duration ('up tp'). There is no minimum duration.

If you only satisfy the financial conditions for three months, then you will be only granted a residence permit for this particular period. An extension up to 18 months in total is possible once you can provide proof of sufficient financial means.
