I am a Blue card holder and I want to stay outside Germany temporarily for 11 months. I checked on Hamburg city website which says this is allowed. Do I still need to inform Ausländerbehörde about this?
Also is it required to maintain residence here in Deutschland while staying outside Germany temporarily?
It doesn't make sense to pay rent for 11 months during stay outside Germany?

The law about residency is unrelated.
If you don't have a residency in Germany, you are obliged to report that.

Will you be in possession of an active job contract during those 11 month of absence in Germany?

yes, active job contract and will be paying all the contributions, taxes and insurance as well

In this case it should not be a problem with your BC. You don't need to inform the ABH about your absence in Germany and you can even cancel your rental contract as long as you'll be back to Germany in under 12 months and get a new Anmeldung.
