My wife have an Italian resident permit for 5 years and I find a work (Minijob, 200 euro month) last month. We applied 40 days ago for a Residence Permit for my wife (Bescheinigung - Aufenthaltskarte). We applied for ALG 2 at the Jobcenter, and I think I can have some help from the Jobcenter but my wife cant.
Now, my question is:
1. Can my wife have the Aufenthaltskarte now or I need to have a full time work ?   
2. She is waiting from 40 days, how many time must she wait to have the Aufenthaltskarte?

you will be considered as a worker under Directive 2004/38/EC despite your "minijob", that means your wife will be also qualified for a residence card.

Wen I was at the Immigration Office they make me some stress and told me that if you (me) have e minijob, you can't stay in Germany, so, your wife can't stay here too. They told that I don't have the sufficient economics resource to stay in Germany with my wife.

And my wife have only a paper, no provvisory card or other things. In this paper is writing: ("Bescheinigung - Es wird bescheinigt, dass die/der albanisch Staatsangehörige "Name and First Name", geboren am "date", in "city" heute die Ausstellung einer Freizügigkeitsbescheinigung / Aufenthaltskarte gem. § 5 FreizügG/EU beantragt hat").
